Infrastructure Ontario (IO) and Metrolinx have issued a request for qualifications (RFQ), which will allow interested firms the opportunity to apply to design, build and finance the Rutherford Station project.

The infrastructure upgrades will help accommodate the planned expansion of GO Transit rail service on the Barrie line.

Ontario Minister of Transportation Steven Del Duca said: “As commuters, we depend on a reliable GO rail network that will help ensure residents from Vaughan have convenient ways to get to work, school and their appointments.

“Today's announcement is an important milestone in our progress in providing 15-minute, two-way, all-day service to our community and all those along the Barrie GO rail corridor.”

The scope of work comprising the construction of new multi-level parking structures with an integrated station building, the re-design of the surface parking bus loop and pedestrian access, and rail / road grade separation on Rutherford Road.

Works will also include construction of new rail platforms and full platform canopy, in addition to a second heavy rail track and provision for a future third express centre track.

The project is part of Metrolinx's wider development programme for GO Regional Express Rail (RER), which aims to provide frequent transit services across the Greater Toronto and Hamilton Area (GTHA) and will also include the electrification of core segments of the rail network by 2024-2025.

It is also expected to reduce congestion across the GTHA.

The RFQ forms the initial step in the procurement process, which will see IO and Metrolinx evaluate submissions from interested project teams based on their relevant construction experience. Teams that qualify will be invited to respond to a request for proposals.
